Shiraz Al'jaj is a very rich individual and the owner of the current Champion (Zem the Reaper) of the Grand Tournament of Ravinale. He is mentioned in passing in Telepath Psy Arena 2. Shiraz is probably related to Baz Al'jaj, the richest man in town during the events that take place in TRPG3 (some time after events in TPA2 occur). Therefore, it's likely that Shiraz is either an elder sibling or a direct/indirect relative from a prior generations.
