Background
In Telepath RPG 3, the Library has been taken by the Cult, and all other books than the Iqon have been taken away.
Inhabitants
The Librarian seems to fear the Cultists - she gets nervous discussing the name change. The Cultist Guard at the top-right corner blocks the way to an off-limits part of the library. If you talk to the librarian after the guard, she will give you the Crypt side quest.
Items
The Library is filled with copies of the Cult holy book, the Iqon. Clicking the shelves shows various passages from it.
